The Constitution was signed on September 17, 1787, but a signed document is only a proposal. It became binding law on June 21, 1788, by a vote of 57 to 47 in Concord, New Hampshire, the ninth state to ratify. The quieter founding, and the truer one: the Constitution's authority comes from the consent of the states that said yes.
