But an integration-based standard creates a rule. That is also where my broader framework — Integration or ReImmigration — comes in. The principle is straightforward: those who integrate should remain. Where integration fails, return policies remain part of the system. Not indiscriminate regularisation, but integration as the legal foundation of permanence. And that is why the Spanish case matters beyond Spain. It forces a deeper question: should immigration be governed through periodic exceptions, or through durable criteria? I believe the future lies in criteria.
